LORI RAINERI, President

Lori Raineri is a Certified Independent Public Finance Advisor and a Certified Fraud Examiner. She has served on the Board of the National Association of Independent Public Finance Advisors. Lori has developed long-range capital financing plans for hundreds of public agencies and is well known for her ability in financial analysis and public speaking. Recently, Lori has been a keynote speaker for the California Treasurer-Tax Collectors Annual Education Conference, the California Auditor-Controllers’ Annual Conference and the California County School Superintendents Annual Business and Administration Conference, among others. The focus of each of these presentations has been the principles of debt financing, including numerous case studies that demonstrate the value of best practices, and ethics.
During her career, Lori has been personally involved in the planning and structuring of well over seven billion dollars of financing. At the age of 26, Lori founded Government Financial Strategies after having worked as an investment banker. Lori is the author of more than two dozen articles and publications and is in high demand as a public speaker. Lori received her B.A. in Philosophy from the University of California, Berkeley, and has been an avid consumer of continuing education, taking courses from UCLA Extension, UC Davis Extension, and many professional organizations for government officials. Lori demonstrated her interest in government early in life, serving as the student School Board Member for the Santa Clara Unified School District, and was thrilled to be inducted into the Santa Clara Unified School District Hall of Fame in 2011. |

RICH MALONE, Chief Operating Officer

Rich Malone is a Certified Independent Public Finance Advisor and responsible for the operations of Government Financial Strategies. Rich is a significant contributor to our financial dissection analyses when we review the financing practices of a public agency. He has excellent diagnostic skills in identifying the reasons for costly approaches, which is very helpful in accurately diagnosing root causes (e.g. purchasing, contracting, governance, supervision, information, etc.)
Prior to joining Government Financial Strategies, Rich spent more than 10 years managing equity fundraising transactions serving as the lead financial executive of several entrepreneurial technology companies. Career highlights include taking Health Systems Design public on the NASDAQ market as its CFO and successfully leading the sale of Enuvis, Inc. to SIRF Technology as its director of finance. Rich holds an A.B. in Economics from Harvard University and an M.B.A. from the University of California, Berkeley.

ROBERT DOTY, General Counsel and Senior Vice President

Robert Doty is General Counsel and Senior Vice President of Government Financial Strategies, Inc. in Sacramento. He has been involved in the municipal securities market for over 35 years. Mr. Doty has served as a former General Counsel to the Government Finance Officers Association; Chair of the Section on Economic Development, Taxation and Finance of the International Municipal Lawyers Association and a recipient of the Association's Most Valuable Associate Member Award; a former member of the Board of Governors of and a recipient of the Municipal Industry Contribution Award from the National Federation of Municipal Analysts; and Vice President of the National Association of Independent Public Finance Advisors, as well as an officer of committees of the National Association of Bond Lawyers and the American Bar Association. He has worked as a financial advisor, investment banker, bond counsel, underwriter counsel, issuer counsel, trustee counsel and counsel to corporate issuers in financing transactions with an aggregate principal amount of several billions of dollars benefiting a wide variety of issuers and other clients in two dozen states. He represented the United States as a member of a delegation to China to discuss public finance concepts with Chinese officials.
Over the past three decades, Mr. Doty has served in principal drafting roles for a number of recognized market disclosure guidance publications sponsored variously by the Government Finance Officers Association, the National Federation of Municipal Analysts, the National Association of Bond Lawyers, the American Bar Association's Section of State and Local Government Law and a subcommittee of the ABA's Section of Business Law, the California Debt and Investment Advisory Commission, and the International Municipal Lawyers Association. Mr. Doty received his Ll.B. from Harvard Law School.

Jonathan Edwards is a Certified Independent Public Finance Advisor. He is an expert in financial planning, financial modeling, lease purchase financing and development mitigation issues, and serves as the Chair of Government Financial Strategies’ Executive Team. For well over a decade, Jonathan has been providing the very best in customer service to our clients throughout California. He is well known for his diligence and dedication. Jonathan holds a B.A. in Business Economics from the University of San Diego and a J.D. (Cum Laude) from California Western School of Law. He is a member of the State Bar of California. |

JAY WEISBROD, Client Services Director

Jay specializes in client service and accountability systems. Jay brings 21 years of banking experience to Government Financial Strategies’ clients. As a Senior Vice President at Washington Mutual Bank, Jay managed thousands of employees and structured billions of dollars in financing for bank clients. More recently, Jay was CEO and President of Lighthouse Lending Solutions, where he provided clients with low cost financing solutions tailored to fit each client’s needs.
Jay double majored at the University of California, Davis earning Bachelor of Arts degrees in both Economics and History (with honors) in 1988. Jay holds a California real estate broker’s license (since 1994).

Sirikhwan Weaver is a Certified Independent Public Finance Advisor. Sirikhwan specializes in financial transactions. She provides the lead on all transaction services with a specialty in research and is recognized by colleagues and clients alike for her diplomacy and attention to detail. Sirikhwan received her B.A. in Economics (Honors) from the University of California, Berkeley, and her M.A. in Economics from Boston University. |

KEITH WEAVER, Senior Project Manager

Keith Weaver is a Certified Independent Public Finance Advisor and Certified Fraud Examiner. He focuses on financial modeling, financial research, and technical writing. Keith is a leader in long-range financial planning and has structured over $1 billion of financings. He is our go-to analyst in providing independent third-party reviews of debt transactions. Keith also has extensive experience in areas such as solar and green energy project financings, federally-subsidized financings, and redevelopment revenue-based financings.
Keith received his B.A. in Economics (High Honors) from the University of California, Berkeley, and his M.S. in Accountancy from California State University, Sacramento. Keith demonstrated his high character when he was still in high school, when he achieved the rank of Eagle Scout. |

Michael has extensive experience in tax base analysis and general obligation bond measure planning. Prior to joining Government Financial Strategies, he was the Property Tax Supervisor for Circle K Stores and the Fixed Asset Supervisor for ConocoPhillips. Michael holds a B.A. in Organizational Studies/Sociology from the University of California, Davis. |

Breanne provides financial analysis, research, and technical writing. Before joining our team, Breanne worked as an intern at Folsom Lake Bank in Folsom, California. Breanne received her B.A. in Business Administration, earning High Honors from California State University, Sacramento. Breanne received nine scholarships and the Outstanding Senior Award for her academic achievement and relevant work experience. Breanne is currently pursuing her Master of Science degree in Financial Analysis at the University of San Francisco. |

Maureen provides administrative support to Lori, often coordinating the logistics of travel, meetings, and teleconferences. She plays a key role in helping support client relationships on behalf of Lori and our company. Often, Maureen is the first point of contact for many of our clients. Prior to joining Government Financial Strategies, Maureen was with the California State Assembly in various capacities; as well as a small business owner and a bankruptcy paralegal. |
